A district assembly will not process a permit application without one, and the Land Use and Spatial Planning Authority works from the same drawing. Building first and applying later is how a structure ends up marked for demolition.
The site plan is attached to your indenture when it is stamped and lodged. Without it the document describes a piece of land the public record cannot locate.
